Barney Fife is #1 and it's not even close. I've always found Sammy "Mayday" Malone to be underrated on these lists. He's not the best all time by any stretch, but he's extremely solid. Cartman's great, Dwight is a personal fave as well. But no way Barney's not #1. Any time some over zealous rent-a-cop tries to bust your balls, what name do you call him? And that character ended (new episodes at least) in 1965. 5 seasons, 5 emmy wins.

I'd agree with you except that the show didn't really start showcasing Pinkman as a stand-alone character until seasons 3-4.
