CFB Teams that can not win it all, regardless of the coach

I think that with the best coach, most schools, regardless of past tradition, can win it all.
I would like to know which ones cannot.
There was a time when as school like Kansas State would have been near the top of the list, but they went 11-1 in 1997 and 1999 and, with a bounce or two, could have played for the BCS Title.
I'll submit Wake Forest.
Jim Grobe, by a large margin, is their best HC in modern history. They went 11-2 in 2006 and won the ACC when the ACC was probably as weak as it had been since the 1970s. I don't think they could even hope to replicate or better that.

Maybe. But Holtz couldn't do it @Minny (granted he was only there for 2 years) and Baylor's usually the #3 or #4 choice for TX recruits.
Michigan State does not and will not run the 3-4 defense.

USCE - when spurier retires in a couple years theyll go right back to 6-6 and 7-5 seasons
VT - if they couldnt win it with vick and beamer they never will. hell id like to see them win a damn bowl game
Iowa - Ferentz is a good coach and they turn out NFL guys but they dont recruit well enough and cant sustain at the highest level. i see winning a BCS bowl every now and again as the highest theyll go.(not sure if theyve ever won a NC but im going with them as it i see the program currently)

Iowa almost got Bob Stoops, something with the contract? Would Stoops be Ferentz? Or would have he had more success?

Cal? Cal will be 2x the program as Nebraska moving forward. Huge recruiting base with the best public school in the united states. Cal is a sleeping giant, which isn't really sleeping considering the talent they put into the NFL.

He won't be as "influential" as a normal head coach would be. Paul Petrino has just as much say especially on offense. John L is only here to keep the staff and team together for one season. I still think we win 9-10 games including bowl game.

Did you miss 1989-2001 for Colorado? Your Pac 12 list is horrible. Utah should have gone to the title game twice (2004 and 2008), WSU was pretty damn good in the early 2000's winning 30 games in 3 years.

No one would have thought it possible to win at Wisconsin until Alvarez. Now they are a contender.
Mike Price won the PAC10 at Washington State.
Keep that in mind. Many schools being named that could win.
I think Rutgers has likely hit their peak.
I don't think Temple could ever win.

One interesting aspect is regardless of the quality of the coach, is the school administration invested in winning?
Would the administration at Boston College, for example, ever be interested in investing the money to compete in big-time cfb?

I don't think you could say never with any program. Lots of luck is involved, but with the right combination of conditions, it can happen. Any program that's considered a blue blood now wasn't necessarily entitled to that position. Lots of things had to go right at some point for them to get some success and sustain it.
