He's only killed 1 cop, but he killed a police captain's daughter and her fiance.
Frankly, I think the guy's clearly mentally disturbed, but it seems like he's been pushed over the edge by an ineffective, corrupt, and broken system.
It's a damn shame we're probably not going to get to hear his whole story though - LA cops are out to assassinate him, they're going to make sure he never gets his day in court.

Just because this guy's got serious mental health issues doesn't mean we don't have a massive but under-reported problem with a pervasive institutionally entrenched culture of corruption in law enforcement agencies all over the country...not just in LA. Because we do.
LAPD claims they've re-opened his case, but let's just say I'm not going to hold my breath waiting for the new investigation to reveal that some of Dorner's allegations have merit. Will be just another whitewash IMO.
And we'll continue to be policed by law enforcement agencies populated in large measure by those who believe their badge and gun give them carte blanche to violate the civil rights of the citizenry at their whim, relying on the lies and cover-ups of their blue brethren to protect them...and their pension.
Yeah, I said it.

Pretty much. A cop damn near has to execute someone in front of a stadium full of people to really be charged with anything substantial. A cop shooting at a car because they suspect a wanted fugitive is in it will result in a quiet investigation, some paper shuffling, maybe a reassignment, and then it'll all be swept under the rug.
The civil suit might yield a little bit of restitution depending on the extent of the injury, but neither of the women in that blue pickup died, so you'd be amazed at how little they could possibly get. Unless the LAPD goes around dropping bodies, there won't be much civil recovery. The worst part about the civil suit is that it won't even actually punish the officer - the city will have to pay out the damages, so in reality, every tax-paying citizen is paying for that officer's conduct.

It was so much crazier than that, though. Streets were locked down right outside my neighborhood, there were cops everywhere. The cops were so paranoid that they were shooting people willy-nilly. They shot 2 ladies who were delivering newspapers because they thought they were driving a truck that may or may not have resembled the truck that they were looking for. They shot a dude's truck up who was turning around because he'd been directed by the cops(when he tried to enter the crime scene) to turn around as he was entering a crime scene. The police on the other side of the scene thought he was fleeing.
