I doubt they make a "big" splash in free agency. I've seen mocks with them drafting a variety of positions, hopefully for their sake they take best player available.

Mike Brown almost never pays for FAs. They have had some RBs visiting, including Mendenhall and Beanie Wells, but I would be shocked if they signed them unless their agent accepted a dirt-cheap deal.
A bulk of the Bengals money this year is going towards resigning players, particularly the DL. In my opinion, the draft order should go according to need, with the following being in order of biggest to least need and assuming that all key players are resigned:
1) Safety & LB (particularly MLB to replace Maualuga)
5) WR (to line up opposite AJ Green) or one DL
If the Bengals pull off another successful draft and hit at least the top 3 to 4 needs, they will be positioned to be the class of the AFC North for the next few years.
