No, a concealed carry license is never required to buy a handgun. They will often waive a waiting period and or extended background check if applicable in the state. Some states require a permit to own/buy a handgun, but GA is not one of them. If you are a GA resident with a valid ID and a clean background, you should be able to go to your local store and buy a handgun, should you choose to do so.

CptAmerica, I don't think it's hard to get a concealed weapons permit with a clean record. My buddy got one a few weeks ago and he told me it took him about half an hour and cost him 25 bucks. Of course this was in Alabama. I think a lot of states will make you take a gun safety class. Still shouldn't be tough if your record is clean.

has had 4 murders in 29 years and one of the lowest crime rates in the nation... a city that since 1982 has required citizens to own a gun.

I don't disagree with you, but feel like begging to differ....
Not once in the 60 plus mass murders in US history has an armed citizen stopped or even impeded the massacre.

I lived in GA for a couple years. Loved it. Now can you please remove the offensive pic in your post? It's really not necessary to make your point.
Usually mass murders happen where people do not typically have guns. Kennesaw has zero break ins or home invasions... it is a suburb of the dirty dirty.
Schools, Libraries, chruches... Most of those places do not allow guns inside. What am I supposed to do if I have a gun in the car, "Hold on, let me run to mai car. BRB."

What are you basing that off of? I have no idea either, but I bet a lot of the areas where the mass murders have happened have at least 50% gun ownership.

Its common sense, look at where mass murders happen. Schools, Libraries, Malls, Churches... no one has guns there.
It doesn't matter about the total population. What matters is when and where it happens.
