It's got to be Texas without a doubt. How do they have all the resources but put out such a crappy product? They should have a natty every five or so years.

The answer to this is Texas. It spans generations, coaches, etc. Just an egregiously inefficient program.
Agreed on Texas. There is absolutely no excuse for the flagship program in the nation's most talent-rich state not to be cleaning up every year.
Here's a ridiculous fact: in 2013, Texas only signed 2 of the top 15 recruits in Texas.
UCLA by far imo. Then TX.
The problem with Texas is that they just can't get past OU or A&M.
UCLA should be better, but they do have to compete with USC. Texas really has no excuse.
Plenty of talent to go around in CA. And even when they recruit at a high level they fail. No team has done less with more over the past... 20 years+
Texas excuse is Mack. And bad evals... The state produces talent but a lot of their recruits are often overrated.
Another crazy stat on Texas talent. The top 39 ranked players in their state are 4 stars and up.

Unreal. VA has 3 5 stars this year and another 10 4 stars and this is our best year ever. Crazy how deep Tx is.
Texas has no excuse to have such a suck ass defense...they're paying their d-coordinator what like $500-600k for that product is just laughable
Okay, but why stop at UCLA? Cal should be better as well. If Stanford can put a winning product on the field with their entrance standards, then Cal can too.

You want to talk about Cal and I could write a 50 page manifesto on why they suck, why they have no excuse, and who should be killed first.
But I'm stopping w UCLA because of how I interpreted the question... If you don't have the players you can't really be accused of underachieving. UCLA has always always far out recruited Cal in football. UCLA recruits at a high level (top 5-10 classes) and they still find a way to suck. Year after year after year. UT has titles at least.
I agree with Texas as well, but I've always felt UGA could be a monster program. I don't think there is any reason they couldn't be as good as Bama and UF. Great recruiting grounds, amazing campus, pretty good school, I mean, GTFO. Their fans though, have a bad mentality and don't demand winning,

Seriously, Michigan has 3 top-100 players this year and it's like a freaking banner year. I can't imagine what it'd be like to have twice as many in-state 4-stars as will even fit in your class.
Can't fault UGA on their lack of success. All of the programs in all sports seem to be very good teams that cannot win a championship. Braves arguably the best team of the 90s, one championship in their history. Hawks haven't won anything in the state either the Falcons. State of Georgia might be the most championship phobic state in the country.
