I have a lady at work who has to have someone go out and pull her SUV up for her. If you can't even walk enough to get your own vehicle, you shouldn't be able to drive it.

Every year in general IMO. Enough people, regardless of age, suck at driving. No clue how they only have to pass a test once at 16 to be able to drive a one ton missile on the highway for the rest of their life.

Unless I've missed the memo, I never have to take a driving test again.
Also: A defensive driving course should be a requirement for a DL IMO.
You just renew them every 4 years. No retesting or anything.
