No, that's a "poor" problem, not an illegal immigration problem.
If your only issue with illegal immigration is that the subsequent lack of an IRS return prevents the children of illegal immigrants from applying for government-funded nutrition supplement programs, why don't we just grant amnesty to all of them? Problem solved.

I'm curious about this as well. I don't know how another law would have been created when McDonald v. Chicago clearly shot down banning guns in cities/states.
I really hope that someone already mentioned it, but owning a gun isn't illegal in Chicago. It has almost always been legal to own a shotgun or rifle, and a few years ago the SCOTUS shot down the ban on owning a handgun in Chicago as well. It is quite difficult and expensive to register a handgun in the city of Chicago, but it's definitely possible and legal. IL residents will finally have the ability to conceal carry within the next several months as the state has been directed to come up with a law allowing and regulating it.
As far as murders and crime go, a LARGE percentage of the murders and violent crime occur in 2 areas that are about 2 square miles each. One of them is on the southside of the city and the other is on the west side. I live on the northside and feel almost completely sheltered from the violence that happens in the city.
