The same theme that puts ND so high on the parents' dream list is also why the fan base has the potential to be so huge: it is the highest profile catholic school among major universities.
From an academic perspective, I do not think ND is in the same league as a Stanford, Harvard, MIT, etc. However, it is probably still the biggest and strongest of the major catholic universities. If you compare it to the west coast and Midwestern options, ND is easily better than Loyola Marymount, Gonzaga, Santa Clara, and Holy Cross. So if you have a catholic segment responding to the survey, you will get ND being voted on by parents if they want a catholic school for their kids.
In terms of football fan base, I think there is an elasticity to the ND fan base that makes it potentially enormous. It might be smaller than it has been for twenty years, and many might be fair weather fans. That does not mean the base is not there, since no major catholic university comes close to ND in football; many of them play basketball and compete better in that sport.
The BCSNCG had to be about 65-35 in attendance in ND's favor, maybe more so at the beginning of the game. I know of people who flew in from London, Tokyo, Chicago, New York, and a lot of random places to watch that game live; these were not bama fans.
If the team puts up 10 win seasons for 2-3 more years, the fan base for ND football could be bigger than OSU with ease. Fwiw, I think the Alabama fan base currently is larger than normal as well, including plenty of fair weather fans who are not necessarily from the school.
ND did have a large following from the Jersey Shore type in Miami.

The northeast is a big ND area. From eastern PA, through NJ/NYC and up to Mass. Not surprising.
