How much does it cost it to hire someone, or a firm, to write code and build a website? Pretty basic. Dynamic features though such as user accounts and groups, etc.
Depends on the job and the skill/experience of the developer or agency. Hourly rates are anywhere from $30/$50 an hour to upwards of $150. I think the average yearly salary for web developers is around $56,000 a year.
Cost can vary from $800 to several thousands. Also after your site is built you will need to get a host.

Get in touch with a local school who has kids studying this. Our professors love when business approach them with work. Our professors ask for a donation to some scholarship fund, and make it a class project. Other times the professor can point you to a student who could use the work -- likely for less cost.

You could also make a job posting over on the AIGA website. You can post contract work there.

If you are only paying $30 an hour for a developer......you ain't paying for a good one.
Expect to pay easily $60 an hour for contracted work.

Or you're paying for a youngin' who's just getting his start. When I first started freelancing as a graphic designer I only charged $40/hour; that was the "going rate" for those of us new to the field. Doesn't necessarily mean my work wasn't good (it did just fine).
Obviously I charge a hefty bit more these days.
