You say it's a bureaucratic failure but logic dictates otherwise. A bureaucratic failure is exactly what the administration is trying to promote. Because it takes the responsibility off the shoulder's of the commander-in-chief.
Why use the video? Because anything that resembles a foreign policy failure looks very bad so close to an election. And having terrorists running all over Libya and the Muslim Brotherhood gaining such a huge traction in Egyptian politics looks bad. The "Arab Spring" was a political boon for Obama. Unfortunately the reality is that these countries are actually becoming more radicalized and more anti-American.
Having a squad of Marines and a quick reaction force on hand at an Embassy would suggest what they already knew. Shit is not getting better in the ME, it's actually getting worse. They waited to long because they were hoping that it would die down quickly. Having to send in a Delta team to rescue a diplomat doesn't look good. It destroys the narrative.

Approval was not required to take action in Libya according to the Obama Admin. I doubt they would need congressional approval to protect the embassy.
It's not his fault. We have never had a President so skilled at removing himself from fault in every situation in which he would normally be held accountable

Dude you're going deep to the left of insane on this simply because it makes your guy look bad. President Obama was PERSONALLY, DIRECTLY 100% responsible for the security and well being of Chris Stevens. It's that simple.
You also need to understand that the state department and the CIA are essentially the same apparatus when it comes to these matters. And the president is briefed, in person, twice daily by both. Congress doesn't need to approve installing 10-15 marines to secure an embassy. And funds? Lulz. One JDAM dropped forty times a day in Afghanistan equals a year's pay for the avg Marine.
This administration wants to maintain the veneer that the region is stabilizing or becoming more pro-freedom, pro-western. Having to deploy forces to any of these countries does not support that narrative. This was a top down, high level decision on a macro level. It wasn't a bureaucratic issue.
It's ALL politics. The lack of having a team already in place there, the response, and the 'gotcha' backlash. The bureaucratic BS and paralysis during the attack happens all the time. It's certainly an everyday occurrence in the military. But this isn't about that.
