He was a president who, when faced with very desperate times, took very strong action in response. Yeah, a lot of the things he did were on the fringes of legality and highly questionable. But I wouldn't call him a "tyrant." Remember, for most of his presidency, he was constantly looking over his shoulder because of his upcoming reelection bid (he faced a very strong challenge within his own party before the general election too). It's hard to call a democratically elected (and then reelected) leader a tyrant... but yeah, he wasn't afraid to push the bounds.
