Bats can kill. So can knives. Hell, pool balls and bare fists can kill as well. Do you want to ban all of those? This would only treat a symptom and not the problem. If someone snaps in the morning and can't get guns but wants to kill people they will still kill those people.

Nope but there aren't many other tools created for the sole purpose than to kill something. They probably need to be managed in some way.
