There is a Gameday Set Employee that is a WSU Alum.. There has been a flag on almost every Gameday.

When I asked the WSU flag guy at a game day, he said the WSU alumni group just mail the flag to people close to where game day will be.
Of course, that was a couple if years ago, may have changed.
