My favorite is either Inspectah Deck or the GZA. Ghost Face Killah is insanely talented as well. They all were really. When Method Man and UGod are probably the weakest of the bunch, you know you have a very, very talented group.
Inspectah Deck's verse at the beginning of "Triumph" is probably the best verse I've ever heard though.

Lol. Actually people from Baltimore don't understand Tupac. When he lived in BMore he went to the School of Arts and wore tu-tu's and did balay dancing. Then a few years later he's claiming to be "Thug Life" and some kind of gangster who reps NY, Baltimore, Cali. Lol. Come on man!!!
Dude's an entertainer, not a gangster which is cool, but why pretend to be something you're not? Especially when he'd claim to "keep it real" in every one of his songs. Just because you get shot doesn't mean you're a thug. People who know about where he stayed at know he's fake. White and black. I guess he sold you though so his hustle wasn't too bad.

Everybody talking down on Pac's lyrics and calling him overrated need to stop listening to rap music, period.
Clearly, the genre isn't for you. And, his struggle wasn't the same as "the modern black man," lol. Tupac was raised by high ranking Black Panther members, his moms once was charged with more than 150 charges of conspiracy against the US.
His representation of thug life meant, him against the gov't officials/police.
