It is inevitable if the all the smaller DI,DII,and DIII schools lose the revenue sharing from the bowl system and the NCAA Tournament etc.

make a new division, let voluntary enrollment into it, however once in there are no scholarship limitations (or maybe set it at 125 total or something like that), no yearly limits either, no practice restrictions, unlimited recruiting trips, contact all levels of high school prospects at any time, do away with "I'm Lazy" rules like not being able to contact prospects during dead periods (there wouldn't be any dead periods). basically it would be Big Boy Football, you coach hard, you recruit hard, you work.....then you reap the benefits.
just guessing the only schools that could afford to do it would be the blue bloods and maybe 30-40 other schools. the quality of product put on the field would be awesome.

So you want to make it a minor league system. Why not just uproot the entire system and make it an actual minor league with smaller contracts? College has nothing to do with the system you're describing.
