The law was given to a national Israel about 3,400 years ago as a rule to live by in Israel. That command was part of a plethora of commands given to Gods people in order to show them how to live in a holy manner. I'd say that command specifically was given to ensure that no one in Israel took advantage of their brother Israelite. Since Christians aren't a part of national Israel the command isn't technically a command for us. However, I would argue the spirit behind the command should be one that Christians should take seriously in how we live and treat others.

If someone needs money, is a high risk, and can't get a loan elsewhere, how is a high rate loan a bad thing?
If they didn't need the money, they wouldn't be asking nor accepting the loan.
Many would argue that denying the loan on the basis that you have safer, lower yielding loans is wrong, too.

Actually almost all of those laws were given to the isrealites because after 5 generations of bondage and slavery the isrealites were unable to live as a free peiple. Once free of Egyptian rule the isrealites needed a code of cinduct. people take tgem to literally. Know why pork is not koser? Becasue the newly freed isrialites did not know how to salt and preserve it properly and it made them sick. So one if moses laws was simply to call it unholy so that people would stop getting sick.
