These days we don't cry about USC. 7-5 after starting #1 in the pre-season, Kiffin cutting recruits loose because of their knees, Kiffin still your coach. It's laughing these days.

You're correct in that you can have an EE apply to either the previous class or the current class.
However, the 75 total scholarship cap still comes into play. In this case we had a player who was supposed to graduate early change his plans. Now we don't have room under the 75 total cap to bring in the same amount of EEs, because they count toward the 75 total as soon as they enroll.
That's how I understand it at least.
