No he's not. Just like he's not entitled to a car, home, car insurance, etc. but I'm sure the guy will either jump on the federal gravy train eventually or try to improve himself. You can be provided healthcare without being provided health insurance. It's happened at county Hospitals and ER's everyday for the last 40 years.
