The state of PA has plenty more money than the NCAA. Corbett isn't the only politician from PA pressing the NCAA. I can easily see the penalties being lessened(not eliminated) by the NCAA instead of them taking the chance of losing their power.

He didn't prosecute Sandusky as the AG, he collected funds from board members of the 2nd Mile during the Sandusky investigation(at minimum that's a clear conflict of interest). Then he got Joe(who wouldn't endorse him) ousted by attending his first ever BOT meeting since he became Governor, and preaching that Joe should be terminated immediately. Now he's trying to gain back the PSU vote by trying to get the sanctions lessened.
