I don't consider speed to be a major criteria of flow. It's about smoothness, clear pronunciation and ability of the words to flow together seamlessly without choppiness. According to my way of determining flow the winner is hands down Nas. Illmatic flows like no other album. He's so smooth and clear with his delivery and no word falls out of place in his rhyme scheme.
