And to the OP - no shit that rule doesn't work, not when it's not a law everywhere else. It's not like you have to pass customs to get into Chicago. The law is in place to give police a tool to reduce gang violence by making it a crime to own a firearm, just like the RICO act was put in place to give prosecutors a charge that would stick to mobsters back in the day.

It's kind of a no brainer that localized Bans don't work, especially when the ATF isn't allowed to track gun seller inventories, guns can cross state line, and private sales are unregulated.
From what I heard on the radio the other day. According to a study A lot of the guns are legally purchased in places like Missisippi in bulk, and then sold for profit on the "black market" in Chicago.
