Like she is more annoying than actually threatening so I don't want (and probably can't get) a restraining order plus I am still friends with a lot of her friends and I don't wanna turn this into a war.

How old is she? Those things 'typically' are done by the younger immature girls...blocking the number unfortunately and usually leads to more problems ie her getting even worse because she can't contact you and then has to question that ALL the time. JMO

Sounds like you are going to need to be blunt with her. Not mean, but firm.
And - her friends are her friends and honestly, that sounds kinda dick. Turn that around, let's say she broke it off with you - you still like her - and she's talking to your buddies etc. JMO
