No... the laws set forth by the state. 1st offense is a misdemeanor that 99% of the time carries no jail time. It gets progressively more harsh when you get into the 2nd and 3rd offense.

He missed two weeks of practice, had a week of limited reps, then finally started getting even reps with the other backs this week.

He was going to be the starter last year, but got hurt before the first game. They rode the back that was working at the end of the year, had no reason to implement a new back just because.
