That's not from the view of a police car. That video is from Russia and that is just a normal car filming traffic. A lot of people do that because of insurance proof and police extortion attempts over there.

YOu could tell the people in the car that was video taping were almost gagging. I mean, that's one of those wrecks where if you stop to help you walk over and just see arms, torsos, etc laying around.
