Personally I think a major part of ND's problem is lack of a local recruiting base. A school like ND, Tennessee and to a lesser extent Nebraska, had success in the past recruiting nationally when getting on TV was much harder. Now every kid can stay at home or close to home, still get on TV, play in a big bowl and get to the NFL. So the power programs now, with the exception of Oregon if you consider them a power program, all have major talent on their doorsteps. The programs people are expecting big things out of in the near future, Texas, FSU, UF etc., all have that talent on their doorstep. These programs recruit nationally because they WANT to, and if they miss or a kid gets homesick no big deal because a local kid with the same kind of talent will come along soon. ND recruits nationally because they HAVE to. You work uphill to get a kid to leave home, then work to keep him from wanting to go back to Mom, friends, girlfriend etc.
As for pulling in top classes, every recruiting services tosses out a ton of 4 star WRs, HBs and DBs every year. You can fill your class up with these guys and shoot up the rankings. But the truly elite programs can grab the few 4 and 5 star DEs and LBs that come out every year that are needed to power elite defenses. Kelly looked like he turned a corner pulling Lynch and Williams. But you can't count on New York producing a lot of Ishaqs and Lynch has gone back home.

Blocking him from the entire big 3 was just being petty. Especially since FSU gave Prestwood a release to transfer to ND a year prior and neither FSU or UF is set to play ND any time soon. I actually feel bad for Lynch. It looks pretty obvious now that he wanted to go to FSU originally but his mom is such a ND fan that she turned him and he ended up making a decision that he regretted. Now he is going to a 2nd tier program just to get back to the state of Florida. This isn't sour grapes btw, as all FSU insiders agree that FSU wouldn't have taken Lynch back if ND gave him a free release.

ND isn't the only place to get a top notch education, and actually is stopping him from getting the best education he could while playing football in Florida. The reason from stopping him from getting the best education while chaing his dream of playing in the NFL? Because he doesn't want to play football for them.
And that is being done by adults, not an 18 or 19 yr old kid.

What is wrong with ND Football?
