Honky Tonk had the longest reign and Jericho has the most, these would have to top my list as greatest IC of all time.
Just playing devil's advocate here to create discussion, I really have no dog in the race.

Jericho and Perfect are also the most underrated wrestlers of all time. Both had elite in ring skills, and both had awesome mic skills. Both could make the crowd either love them, or hate them so much that the fans wanted them to die.
That is what makes a great wrestler.
