Honky Tonk had the longest reign and Jericho has the most, these would have to top my list as greatest IC of all time.

Perfect was the longest-reigning Intercontinental Champion of the '90s.
He was a much better performer in the ring than Honky Tonk Man.
Jericho may have the most separate reigns, but Perfect's total in terms of days as Intercontinental Champion is more than Jericho's.
Mr. Perfect and Chris Jericho are neck and neck, IMO.
Jericho and Perfect are also the most underrated wrestlers of all time. Both had elite in ring skills, and both had awesome mic skills. Both could make the crowd either love them, or hate them so much that the fans wanted them to die.
That is what makes a great wrestler.

+1 for you sir. Both points make sense. Now for my rebuttal.
For a single reign, yes Perfect was it, but total days held was Razor Ramon during the 90s, which is the measurement you used to put Perfect above Jericho. But you stated "all time", not during the 90s, therefore discounting Honky Tonks 454 or Macho Mans 414 day reigns (both of which beat Perfects combined total days as champion) isn't a fair measurement of "all time", is it?
Ring performance, you got me, Perfect was superior to Honky Tonk, before and during WWF in the ring, but Razor Ramon and Macho Man had equal, if not superior ring performance than Mr Perfect.
As for the Greatest Manager comment of "The Brain", I can't argue. He would top my list as well, although Cornett would be a close 2nd for me. That is just my NWA/WCW bias though.
