It doesn't, but it's also misleading and wrong to write something like that without a comparison and clearly shows a biased purpose.

Moreover, it still allows clarity on the situation and it would show similarities and differences.

If all the FLOTUS spent $x on said trip then we should be mad at them all, not the ones we don't like or don't agree with.
