  • Legalize possession/consumption, decriminalize production. Legislated, taxed, and regulated marijuana production would not significantly decrease law enforcement costs because everyone would try to get out of paying the taxes.

    The best approach would be to sell federal licenses for businesses that sell marijuana or allow its consumption on the premises. Sales in these businesses would be taxed at a rate of 10%, but sales and exchanges between individuals would be unregulated. This would allow law enforcement to ignore 90% of marijuana users and growers, and also generate substantial revenue. The retail markup would be worth it for the increased selection at these stores and the convenience of service.

  • I don't smoke (anymore) but I absolutely support legalization.

    Just attach these provisions to it:

    1) Excise taxes - we already pay jacked up taxes on cigarettes and liquor, just add this to the list. Growing weed for personal use won't be taxed. The sale of seeds or marijuana itself will require taxable permits. Just like restaurants get in trouble for serving alcohol without a liquor license, head shops will get in trouble for selling weed without a license.

    2) Since there isn't a BWC (Blood Weed Content) measure, just make it illegal to operate motor vehicles while under the influence of marijuana. I recognize that you're giving cops some distinct leeway here (with no way to determine actual level of high-ness, a cop just relies on field sobriety tests and his/her own observations), but that discretion is no more than a cop currently has to make arrests for driving high.

    Drug tests after the fact will be tricky - a person who smoked the day before driving will still show up positive - but I think this is a small price to pay, considering that if you're sober while driving, it shouldn't be a problem at all to pass the field sobriety tests, thus obviating the need for a subsequent drug test. If you can't pass the field sobriety test, fuck you, you shouldn't be driving.

    3) For safety's sake, it will be illegal to sell weed laced with anything.

    4) Even though I smoked in high school, I'd still support an age limit for the purchase of weed. 18 would work.

    5) There are a few other concerns, but nothing major. Anyone who says "weed is a gateway drug" doesn't understand the issue. All weed would require is competent education in schools - frankly, public schools should all offer competent weed, alcohol, and sex education, but that's an issue for another day.

    As a former pothead I'm fine with weed. My issue is as an adult with a family now, I don't want to share the highway with Cheech and Chong. There's no way to test when last usage was, so if it is legalized it will basically be legal to drive down the road while getting blitzed.

    They have saliva tests that can tell if you have smoked marijuana within the last 24 hrs (i think it's 24, but give or take a couple hours). Those could be used

    While i think 24 hours is too much (cause you're not still high 24 hours later), maybe they can refine it to be a 12 hour test or somehing.

    Legalization and decriminalization is still a work in progress in New York.

    California, Colorado, and Oregon have been the states that have led the way with decriminalization and medicinal marijuana programs.

When the boys reached age 22, they were categorized into three groups: those who used only alcohol or tobacco, those who started with alcohol and tobacco and then used marijuana (gateway sequence) and those who used marijuana prior to alcohol or tobacco (reverse sequence).
