I would say it usually does that. They don't last forever, even the declared filibusters eventually get pulled. I see no problem with it.

Because the majority of times I've seen it used in recent decades has been the latter style CMXI mentioned. It's a dilatory undertaking inherently, even I admitted that, but do so in a way that is constructive to the governmental process. Provide information, encourage discussion and debate, actually make these people govern. When you start quoting Wiz Khalifa and The Godfather, it comes off as, "Well, we didn't win anything up until now, so I'm just going to yell until they give in to my demands."

And for the record, I don't support this drone bill in its current form.
