Someone mentioned before that # of downvotes also depends on how many upvotes you give out. Don't know if that's true or not.

^^ This is true. You won't see it reflected until the next day and sometimes it takes a day or two to even it out.
After board rewrite we will come out with a better system. We have tons of feedback on users about it and think we can give out way more down-votes while getting rid of targeting by users
