I understand why UGA is able to do it and I'm not sure how A&M's numbers are. UGA had about as many scholarship players as USC did this year.

It's because you can "borrow" from both the past and the future in some cases.
Also sounds like some kids won't qualify academically. That part I really don't get. If they aren't qualifying, then they aren't committed, and coaches should tell them that.

I thought that was the whole point of making this 25 limit rule though. It forced coaches to be more careful with who they selected. Once that 25 limit rule was put into place, one of the reasons that they said they did it in the SEC, was to keep coaches from signing kids that obviously wouldn't make the grades.
Edit: I made a thread about this a few weeks ago and nobody could honestly give an answer that made much sense. I understand why UGA can because they had like 75 or 76 scholly kids this year, which makes their season that much more impressive. I guess there is no reason to complain, because you can still only have 85 scholly players come kick off next season. I guess it doesn't really matter.

The most logical rule would be, as you indicated, relative to the 85 limit, rather than a "per class" limit. I thought that's what the Big Ten had, rather than a hard "25" limit each year, but PSU's sanctions supposedly took us from 25 to 15 per year, so maybe they do.
